However - as I said above – I am not for a moment suggesting this happens but just pointing out that by allowing off-balance sheet transactions the public are not able to gain the reassurance they are entitled to that this nightmare scene is not reality!

The basic tenant of accounting is so strong why are big organisations and governments allowed to change them?
